The county said yes to this model — unanimously. In January 2026 the County Commission approved a 1.8 GW data center campus (scalable to 10 GW) with a co-located 2.7 GW behind-the-meter gas plant ~8 miles south of Cheyenne.

And again in September. A different developer, a different site — the county approved a PUD rezone for an 1,835-acre, 480 MW gas-powered campus 12 miles south of Cheyenne. The PUD is the working instrument in this county, not an experiment.
